I don't know how you would go about getting evidence to prove it one way or the other.
As far as anecdotal evidence. My experience would say that the great majority of them are sub par when it comes to IQ. Esp. in smaller towns. They are control freaks that enjoy and often abuse the power that they have. They automatically accuse the easiest suspect and very few would have any idea of how to conduct a real investigation.

Law enforcement officers are more educated and better trained than they have ever been in the history of law enforcement. Most departments require at least an Associate degree to even apply for a position, and some require a Bachelor's degree. As far as your comment about 30% smart and 70% stupid, try saying that to a law enforcement officer's face, and see how stupid YOU are rated.

This is obviously based on a bias of yours towards law enforcement, but I will attempt to answer anyway.
I cannot speak for other states, but I do know that in California to be accepted into most police or sheriff's departments a potential candidate must take various tests. Nowadays, most of these exams are testing the English vocabulary and usage ability of the individual--very important in report writing.
We also must take a California P.O.S.T. exam, which is weighted on both a physical and written test.
I guess, in general, we could admit that most law enforcement officials aren't rocket scientists, but they do have an above average level of street smarts and basic knowledge applicable to the job.
However, there are always a few that scrape by and get into a job field that they really do not belong in.

i think it really depends on the city and how much they really value law enforcement. everyone is quick to blame the police/sheriff department. but it really boils down to the city or county government who is in charge of hiring/electing the same. if law enforcement is a problem in your area, then a reform in local government is probably in order. ie. if you don't like what's going on, don't wait for somebody else to make a change. take the initiative....and fix it!!!

Like every profession, it pretty much reflects society. Even people who need a college degree are not automatically smart. I've known a lot of idiots with a degree.

I would say it was the same as the general population
5% intelligent
20% dumb/totally ignorant/no common sense
75% average.
As a "profession", it is among the least educated. (with engineers being the most educated)

I think most of them are all pretty smart. However, sometimes they might act dumb just to let you off, other times they may act dumb just to screw you, depending on the circumstance.
