The scenaario was like this, a cop was in fron of me in the right turning lane, another cop was right beside him in the left lane to go straight, they had their windows down chatting to each other and the light was blaring green the whole time.
My fingers were literally itching to toot my horn, but I didn't. At the same time, I had a cup of coffee that I was finished drinking and I wanted to pour it out, but again, i was hesitant, because I didn't know the law. I live in N.C. btw.

The Police can do whatever they want to do. In certain states they don't even need probable cause to pull you over. This is just the sad reality of life today. Your 1st, 2nd, 3rd, 4th and all the other Amendments are being stripped away daily. Thank George Jr. What a great guy, what a big lie.

Some states have a law called "Unnecessary Use of Horn". So yea you could be pulled over for honking your horn a police officer for no reason.
As far pouring something out your window: That depends on what it is. Water, coffee, juice, etc, probably not. Alcohol, yes. If you pour a flammable liquid onto the roadway that is usually an aggravated littering offense.

Yes and yes. Technically, you're not supposed to use your horn except in cases of emergency (you know, to warn someone who doesn't know you're there and is going to hit you that YOU REALLY ARE THERE), and pouring something out of your car window is littering.

Police can pull you over and arrest or cite you anytime they want.
Conviction is a different matter and relies on the law, evidence and a decision by the court.
You can be pulled over & cited/arrested, but conviction(s) cannot be determined until they are decided.

Depends WHY you blew the horn. If it was simply to cause a ruckus, then yes. As for pouring "something" out your car window, yepper.... it is littering and they could think it was liquor since you saw them and blew your horn.

A lot of nonsense answers from scofflaws thus far.....everyone's an expert apparently. If you are TRULY interested in finding an answer to your question, you should consult the statutes for the state in which you live. Pick up the phone and ask your local police/sheriff department and ask them. The laws are different from state to state and city to city. Something tells me you really don't care about the law...........

Pouring something out of your car gives them probable cause. They think that you are pouring our alcohol because you saw them. Even if they know its not alcohol, that is the excuse. Cops can, effectivley, pull you over for any reason they want. All they have to say is "probable cause".

Why did you blow your horn at them. Pouring out something unless it is clear water is littering.
