You need to go to the Tarrant County Tax Office. There are several branches. Here is the main office in Fort Worth.

Hours: Monday - Friday 8:00 a.m. to 5:00 p.m
I got it done in Dallas County about 6 months ago at the tax office in Irving. It took about an hour to change my title from California to Texas, and from the seller's name to my name.
