Qué le gusta hacer.
If it's formal you must use "usted", and the pronoun for usted is "le".
For this purposes, "Usted" is considered like "El", that is, 3rd person singular.
Usted trabaja, El trabaja.... same using o f the verb, while using "Tu" it would be Tu trabajas. Same difference with every verb.
Que te gusta hacer= TU, because "te" is the pronoun for Tu.
Que le gusta hacer= El / Usted, because "le" is the pronoun for El / Usted.
If ""what do you like to do?" means YOU as 2nd person PLURAL, then it's USTEDES in spanish, and you must use "les", which is also the pronoun for 3rd person plural; Ellos (They).

Although in English the pronoun YOU is used as formal and informal, in Spanish is TU (informal) and USTED (formal).
