It's easier to condemn evil than it is to get people to understand that while we do need the bad to recognize and therefore experience the good, that doesn't mean that we should do bad things or think that it's ok for those who do bad things. Saying something like that is too close to the precipice of condoning evil instead of shunning it. So it's just easier for man to comprehend Evil is bad and should never be done and should therefore be condemned.

Because people do not understand.
This is my philosophy on it. Now God created the 'devil' and he is associated with evil. There and then God created evil.
People hate to think that God is neither Good nor Bad. He that created and caused joy could also destroy and cause sorrow.
Now God could have destroyed the 'devil' but he didn't because he needed a laugh.
I think that our foolish ways and over analyzing of the bible makes God laugh at us when all he probably wants us to do is pray and thank him and live our lives freely.
I digress.
We need both good and evil for the world to be balanced. it is just like in maths where you have a negative and a positive scale. As well as for the weather, you have positive degrees of temperature and below 0 which is negative readings as well.
You shouldn't condone it but you must acknowledge that it gives us balance. There is no person that is 100% good. All of us has a bad streak some more than others.
But we do not need evil to experience good at all, we need evil so we can be balanced. All this happened with 'Adam and eve'
Remember WE DO NOT NEED EVIL TO EXPERIENCE GOOD BUT FOR BALANCE!

The yin and the yan.
You can't have one without the other, ther needs to be a balance of both.
As to why we condem it, that's just how humanity is. the church condems a snake, for slithering on the ground, now all of a sudden it's evil.
It's humanity, by being inhumane

This requires a complected answer.
In Romans 9:1-29 St. Paul talks about how God creates people simply to fulfill His divine will. He gives the example of Pharaoh who was created simply so God can show forth Him power. We do not know the wisdom behind many of God's decisions or how He does things. It's not for us to know. But we are told not to partake in evil or wickedness. There will always be people out there created by God simply for evil to fulfill His Holy will.
Now, WE don't know who they are, only God does. Therefore, we must continue to speak the Gospel to whomever we meet.

We don't need evil to experience good, as evil does not exist as a solid thing, any more than dark does. Evil is merely the absence of good, just like dark is the absence of light.

Wow! That's a very good question. Many philosophers hold to a dualism of mind and matter, or mind and body. For many theologians, the two principals are those of good and evil.
For me, the absence of evil would be "heaven".
