I´ve benn seeing this guy for about three weeks and he always calls me and we have ran into each other at several parties but even dough he calls me he doesn´t ask me out, well he did just once the he stopped, but he keeps calling me what can I do? does this mean he´s not that into me?

Dude, get brave and ask him out. Tell him that your going (somewhere) and and if he wants to come along. If he says no. Then you are in the FRIEND zone. Sorry

Why not ask him out on a casual way? He keeps calling you. Maybe he's just feeling nervous and afriad to formally ask you?
Suggest the two of you go somewhere. Next time you're on the phone with him say "hey you know I'm feeling kind fo hungry. Want to meet me for a sandwich?" It's easy!

maybe he just realized that there is nothing romantical felt at this time and still values your friendship
if remain curious ask him did he enjoy the date(s) and let him roll, if willing
do not push - if nothing else may have a good friend - which can be hard to come by
