Actually He has done something similar. Jesus restored the withered hand of a beggar outside the Temple. God can do anything, what and why He does things based on His infinite wisdom is beyond me.

In Russia doctors were using magnets on braces to draw out the energy field of the body to grow back limbs. You have heard of Kirlian photography that shows the outline of a missing part of an object? The energy is there. In Russia they grew back total limbs from stubs to arms to hands to fingers to even fingernails. I sense that God has storehouses in heaven with Body parts just waiting to be reclaimed.

He is teaching his children, the doctors/scientists how to grow a limb
