I see them all the time in the salvage/insurance yards in south Louisiana and depending on the level of and the type of water can make a difference. Salt water will start to rust on unprotected metals quickly and some panels in the car that you cannot see are unpainted. Same for electrical component in the car, They will quickly rust and deteriorate away leaving you with a headache. Fresh water is not as bad but over time can leave you walking.
You can get a real good price on some of these cars but check the title. Some are not supposed to be sold. dealers can get around all this.
If only on the tires and brakes you might be ok. I see them washed and driven away all the time but under the carpet and seats......... Who knows ..... Time will tell I hope you make the right decision and get a good deal

From everything I have heard it isn't a good idea even if the price is right, you will have problems later on that may not show up right away.
