The temperatures in January are cold but not unbearable. The average daily January temperature in Paris is around 37F. Compare this with New York City at about 32F or Chicago at 22F.

However, I would also note that the government in Paris is less capable of dealing with snow. A bad snowstorm will cause more problems and be cleaned up more slowly in Paris than in NYC or Chicago.

That being said, I've always had a good time in Paris no matter the time of year. I have been there in the dead of winter and still had a great time. Paris is a pretty compact city as major world capitals go so its very convenient for a visitor even in bad weather.

yes. Nice and cold, I mean freezing at night but the city stays warm. If on 1st of Jan. New Years's Eve, it it the most feeric city, it is the "City of lights" you have everything you want to see right on the street. If it is during January, you will have a bouming city with French people and French workers (I mean, unlike summer when the French leave the city to go on vacation for three months and Paris is full of foreign tourists). There's lots of snow on the ground, the trees are bare, but it's still nice to walk around the town. Most parks and shops are still open. Just dress accordingly.
