I want to clear up disc to use for other programs.

First of all, you cannot write on a CDR. You need a Re-Writable CD for that.

To ensure that people who are ignorant of this fact do not go and try to format the disc, and also as a precaution against accidental formatting, all CDs are "write protected" like it used to be done with a floppy, if you remember?

This is why you're getting the message.

Anyway, even if you did succeed in "formatting" the disc, all you'd have is junk! Because you wouldn't be able to write on that.

You cant delete or format a cdr once used, only a cdrw

it means that you can not interfere with any data on the cdr you must get a blank cdr and also have a cd burner to be able to put your data into the cdr

Means you can not reformat. It was coded for one time, it is not be rewrittable
