I found a reference to Sen. Carl Schurz responding to the quote with the following: "My country, right or wrong; if right, to be kept right; and if wrong, to be set right" from Feb 29, 1872.

This first link expands on it. He was referring to "The Senator from Wisconsin." I doubt that the other senator actually said "My country right or wrong." I think it was Schurz explaining that his position was equivalent to that statement.

The original statement was from a toast by Naval Commander Stephen Decatur (1779–1820). See the second link.

There are three quotations containing the words "my country, right or wrong." I've found the first and the third, but haven't found the second, which was printed in a newspaper at the time in a letter from a well known public figure (if I find the reference I'll know his name -- LOL).

Stephen Decatur, in 1812, returned from a victorious battle at sea and was feted in New York and Washington. e said, at a dinner party, “Our country! In her intercourse with foreign nations, may she always be in the right; but our country, right or wrong.”

It was 1872 before Sen. Schurz made his famous reply, “My country; and my country is the great American Republic. My country, right or wrong; if right, to be kept right; and if wrong, to be set right.”.

It looks like he was responding to a remark by Stephen Decatur. So it would appear that Mr. Decatur stated the phrase "My country, right or wrong" first and Sen. Carl Schurz responded and then repeated the phrase.

I believe that the quote originated with Stephan Decatur,
inn 1806 at a dinner party with officers of United States Mediterranean Squadron arose and said,
" Gentleman I give you our country. I all things may she be right. But she is our country right or wrong"
