I would think that they would require you to be 18 yrs old for both services. Unless it is just your regular ear piercing. I am sure that some places may do it with no parental concent, but I would wait. Tatts are permanent and your taste and style will change so many times over the years. Trust me,in 5 or 10 yrs you will not like the same things that you do now. Ask your dad if you can get a henna tattoo, do some research on them, they last for 3-4 months and eventually wear off. Do the research first, and approach your dad with your reasons for wanting a tattoo. All in all, I would wait to get a permanent tattoo. They have really cute fake tattoos and some nail and tanning places airbrush cute looking tattoos as well.

It may vary from state to state but I believe that you have to be 18 to do it without permission. You could call a tattoo parlor and they would be able to tell you. Just make sure you call a good one... anyone willing to pierce or tattoo an underage person might not be someone who keeps their instruments and needles as sterile as they should.

18 in the UK, although I do know of a 16 year old who's had one done with her parents consent, her mom went to the parlor with her to check it out. Her theory was, that she knew her daughter would get one anyway, so she went to make sure it was a clean decent place. Better than a DIY tattoo.
