Assume the guy dressed as a girl is straight and is just doing this for fun! Would it just be being miserable if he didn't play along and dance with the guy, or are there some lines that just shouldn't be crossed even in fun!

Just to clairfy. I don't mean I'd be mistaken for a girl LOL. Just that some guy (or guys) might think it fun to play along too LOL and dance. Should I turn them down or just go along with it - like in role play?

If he is, as you describe, just doing it for fun; what harm is there? The person asking him to dance is most likely just playing along. However, if he isn't willing to be treated like a lady, he shouldn't dress like one.
I would hope that he has cleared this with the host of the party / ball first, as it could bring an unwanted distraction, if not expected. Also - is he just playing it up, or is he trying to decieve others, such as a cross-dresser? Just a few things he might want to think about before doing this gig. Sometimes things done in jest back-fire in unexpected ways.
