Hello.... welcome to the wacky and wonderful world of Kitty Butts. Here are some important facts about kitty butts that you should keep in mind during your many happy years of kitty ownership.
THE BUTT WIGGLE ....
Kittens and playful adult cats will often crouch down and wiggle their little butts right before the pounce on something, claws extended and teeth ready to bite. This is very cute when the object of their attention is another kitten or a fuzzy toy mouse ... it is less cute when they are after your toes.
THE BUTT RAISE
Happy cats that are getting their heads scritchety-scratched will often arch their backs and elevate their butt and tails toward you. This is non-verbal cat language for "Ahhh...Don't stop! Don't stop! Scratch more! Ahhhh." Some cats will want you to scratch their lower back / tail / butt area .... and other cats will not. The cat that turns around and bites you is probably the dont-touch-me kind of cat. Proceed cautiously with new cats.
THE BUTT IN YOUR FACE
If a kitty cat is happy and content and feels safe and trusts you, he or she will stand, sit or lie down with his furry kitten butt in your face. Seriously ... it is a compliment (though not one that we usually appreciate.) Warning .... cats CAN and DO fart on occasion.

I know it sounds strange, but the previous posters are right: it really is a kitty way of bonding with their special person, of telling you that they like/trust you and trying to encourage you to continue your petting. Unlike dogs, cats tend to sniff noses when they meet rather than bums when "introducing" themselves to one-another, or when confirming identity. Presenting the bum instead of th enose means that the cat views you as a true companion, not as a stranger he or she has to interrogate.

Oh confident! each and every of the time lol, it makes me bounce up with fright and say sorry (cats call) and then I comprehend it is basically between the cats rubber balls that i'm stepping on. it is so humorous while that takes place! lol

Two reasons.
First, they're offering you their butt to sniff so you can be sure it's really them and not some imposter.
Second, they're showing that they trust you enough to turn their back on you, and that they have no aggressive intentions towards you.
This is normal social behavior between cats and they act the same towards humans.

I read that it is a sign of honour and you, the owner are honoured. They trust you implicitily.
Same with them being on their belly, the animal is relaxed and secured in their surrounding, but don`t forget, not all cats like their belly rubbed even in this position.

I don't know but all of my cats like to put their butt on me all the time. One time I woke up and my cats butt was on my forehead and it was stuck on there. no joke. I think the base of their tail is a sensitive area.

It's a behavior from their kittenhood. The mother cleans the kitten's rear end.
