I assume you mean the holes in the reinforcing pads. They are there so any small failure of the main nozzle connection will show as a leak.

The purpose of the hole on the reinforcing plate around a nozzle is to allow the attachment of the pad without having any trapped gasses or pressure build-up between the pad and the tank wall.

This is a hole that is located in the outer reinforcing around the tank nozzel. Usually a reinforcing plate is added to the outside of the tank wall around the nozzels. Once the tank wall is breached at the nozzel connection (due to corrosion or whatever), the contents will leak out of the telltalehole, but there will be sufficient reinforcing to prevent the tank wall from rupturing. It is importaint during the testing of the tank for leaks.

If you are talking about the lateral holes at the far end of the barrel, then they are there for flash suppression. They allow much of the flash (smoke, fire and compressed gases) to escape sideways just as the projectile leaves the barrel instead of following the projectile. This makes the tank harder to spot and to determine where the shot came from for counter-battery fire.
