I've had parrots and cockatiels all my life and they preen preen preen. I think its just a social bonding thing.They preen each other and sometimes they go overboard with preening and plucking their bonded partner or cage mates feathers. I have read Bird Talk magazine articles on this...maybe you could go to their website and find out. I've had nanday conures that did this too. I know when they preene and pluck the new quills it is very itchy and soar for the new feathers to come back and pierce the skin to poke through and grow so maybe they preen and pluck for comfort.

Head preening is one of the most intimate acts in parrot culture, because a parrot cannot reach to preen its own head. One of the most common environments in which to find dominant picking is in isolated pairs or communities, like the one that your two Tiels are in.
Your plucked bird submits because it's a natural avian behavior, but an unhealthy one. Your plucked bird does run the risk of lethal infection, chill, or permanent follicular feather damage. Providing bathing space and lots of toys on different levels may help distract them from plucking. Also, weaning them onto pellets seems to quell plucking, and it's cost effective and healthy.

If they're both male, then it's because they are upset they don't have thier own territory. I'd advise to seperate them....put thier cages next to eachother, but keep them seperate. Your poor bird will not stop being picked on until they are seperated.

you really need to take your birds to an Avian Doctor. There could be a mite problem, behavioral problem...any number of things.

i use to raise them and they do to each other alot because there either bored or just don;t get along with each other and they might be trying to get a female in there
