well they have these CD's that you can buy from "Speak a Forign Language Inc". you let the cat listen to them and they give you a money back guarentee that the cat will speak like a dog in two weeks or your money back.
I havent tried the dog one yet, but i tried tha cat one and my dog speaks witha meow all the time.

the way to do it is change it electronically. Or, if you wanted to you could try bringing it up to live with dogs.
