Its because you let him, simple as that, bet when he was a little pup you held him up to your face for kisses, he thinks that this is normal coz hes gonna get kisses back, its cute when you can hold them in your hands and give um kisses, but when your dog is fully grown, oh my, what a problem, your gonna have to put a stop to it hun, just give him a firm NO when he trys it again, and push him away, he will get the message, dogs are really smart

Charlie is just trying to be affectionate and show some love. Just say no when he/she does it as it is quite unhygenic(just think what dogs like to lick!!)

Because he is fixed in extended puppyhood, like most domestic dogs, sees humans as parents/ elder siblings, and is trying like their muzzles and lips to get them to drop or regurgitate food.

When they are pups they lick their mummies mouths to get them to regurgitate food- they grow up with you so maybe he's hoping you're going to regurgitate soemthing!- or showing you how much he loves you
