After collecting lots of good books, articles, and online information, jot down everything you know about each country (use your Word program if you want to save re-write time). Now jot down what you think about the national policies, use of their natural resources, etc. of each country. Now organize all of this information in a logical fashion of more general, statistic-type information to specific info. It should be pretty long and informative by now. All that is left is to edit for spelling, grammatical usage, better organization, information gaps, or details.
LOL yourself-- it was *your* assignment. How are you going to learn anything if you won't even look for information to begin with? You're trying to get others to do the research and even the thinking for you. That's called cheating.

You need to start researching those two governments. Talk to your librarian. She/he can help you find resources.
