The duty of the police is to uphold and enforce the law of the land.
This can be a two-edged sword. In tolerant and democratic societies the police are as servants of the people: building up evidence, seeking law-breakers and taking suspects into custody for the courts to deal with. There is a great need also for crime prevention. In all cases they need the support of the population in which they are embedded.
The police may also have the above role in totalitarian states too, but with the additional duty of enforcing the will of the state against government critics and protesters. One can see the dangers of this creeping into Britain when peaceful demonstrators at last year's Labour Party conference were arrested and held under prevention of terrorism legislation.
The fire services should have a less ambiguous relationship with society. I would have thought their first duty was to preserve life, secondly to preserve property. This is done by direct fire and rescue missions, inspection to uphold lawful fire-prevention standards, and education.

In relation to what?
Police = In accordance with the SCOTUS ruling from about 20 years ago (forget the case name) they are not obligated to help individuals but are protecting society as a whole. Thus if a cop going offduty sees you being raped and killed he is under no legal binding law that would force him to stop and help you.

your question is very very very broad. myself being a tx police officer and my fiancee being a fire/emt paramedic i would say a police officers basic description is to stop crimes from being committed and arrest and bring before prosecution those who commit crime in accordance with the US and TX constitution and my fiancee's goals are to save the lives of those who are injured whether by fire, wreck, accident, or even bullets from a police officer's duty weapon
