Halloween is not a feast in France. The christians have "All Saints day" = "LaToussaint" which is a religious christian feast to honor the dead people in the cimetary.
No fun. Halloween is Pagan and not recognised by the religion here. The best way for you would be to get in touch with Celtic, Irish, Scotts or english speaking people in France. Bonne chance. Salut.

whilst it is becoming more and more 'popular' (i.e. stores are cashing in on it and you can find Halloween related paraphanelia in most grocery stores), it is still not as popular as it is in the States.

Costumes are reserved for private parties mainly and while I've had 3 or 4 trick-or-treaters in as many years, I've not seen many people dressed for the occassion.

recently, trick or treating is being practiced in paris. the french are such wanabee anglos and yet they say they hate the amis and the english. (really, they're just jealous because the anglos have more fun).
