Well, when you only get 2 points for answering questions, the simple phrase of "IDK" will easily get you those points. I've seen a lot worse done in the name of points!
Some people open a question because they are curious about it and the answers. Having done that, they don't want to have "wasted" their time on the question, so they can post an "IDK" for the points.

we really cannot control other people's behaviour.
at the very least, they are honest enough to say "i dont know"
i have seen one that says "i will check and let you know in due course". when i first read that, i thought it was kind of the person. until i realised that he used the same line for every question he answered.
