It's China.
China militarily invaded Tibet in 1949. It's illegally occupying Tibet and so far 1 .2 million Tibetans have died as a result of it's invasion and occupation. they were died from gun shots, torture , electrocutions, executions and beatings.
TIbetans inside Tibet under China has no political or religious rights and displaying a photo of the Dalai Lama or Tibetan national flag means years sometimes 20 years in jail. Many in the world don't know about how Tibet suffers under CHina as there is no news media reports from TIbet.
China is also guilty of torture of it's own citizens in china and there is no freedom of press and no democracy in China.
It's communist and cruel nation.
Recently in an animal olympic show in Beijing,, I saw a pic of live cow thrown inside a den where a Tiger sits and tiger attacks the cow.

Sudan (see Darfur). For those who will see this a chance to dig at the U.S. Yes it's not got a clean human rights record but there are far worse out there.
Also Zimbabwe, Bulgaria, China, North Korea...sadly there is are a few out there.

burma, sierra leone and the congo are pretty bad. Sierra leone and Congo force kids to fight while they're drugged up. that way they can get them to do awful things.
I met a girl in Liverpool from Sierra Leone, she was sold as a wife to one of the war lords but escaped an fled to England after about 3 years. she was forced to take heroin and they would ask people in the villages they were ransacking if they wanted long or short sleeves. you said long and they'd chop off your arm at the shoulder, you said short and they'd chop of your arm at the elbow. the war lords could rape any girl in their army at any time - it was standard behaviour and if you fought back they'd chop off your limbs and leave you to die.
this girl had a baby by her rapist but chose to keep her because she was the only family she had left.
The whole situation there is sick. And guess what? Britain provides ammunition to thse countries.
