The other MI's existed only on paper. The idea was to make Britains secret services seem more extensive than they were / are. This is similar to new businesses never starting their invoices at '1', they always use a higher number to appear more successful to customers.

its not Mi 5 and 6 its M 15 and M 16... and i think that there are the ones before it, they were experiments and they didn't work so they got rid of them...
