Hun, you didn't say how old either of you were. I work for a local police station. My suggestion is for you to tell someone about it if he touched you in a sexual way. If you don't feel like your parents will believe you, find any adult, (aunt, grandparent, teacher, school counselor...) someone you can talk to about it. If he has done this to you, he may very well do this to someone else. It is not your fault and don't ever think that it is. He needs to be punished for what he did and if he is still messing with you, you need to be in a safe environment where you don't have any contact with him. I don't care who it is ....touching inapproriately is not acceptable. You need to tell your STEPBRO....NO....and if he continues to ignore you.....call DCFS or CPS and report this pervert. You need to tell your MOM......1st....chances are though....she won't believe you.....You can also tell a counselor at school and they'll take care of the reporting it to authorities.
Touching...inapproriate touching is WRONG!!!

if he's harrassed you in any way, you should definitely tell on him.
things can only worsen if you don't.
tell your mom or dad, or even your sibs, if you got some.
also, don't just allow him to touch you!
you gotta protect yourself from him at all times.

Tell him to stop or you will tell your parents...or the law. Don't let it get out of hand or go any further, just tell him to leave you alone.
