What's the best camera (and set up) for scuba diving?

I'm not sure there is a 'best' camera. With 35mm film, Nikonos cameras were/ are a step above the rest, but Nikon never took that line into the digital age.
With digital cameras, I've seen great results with many different brands and models. For shallow depths, all you need is a camera for which you can get a decent under water housing. Here's a review page for housings: http://wetpixel.com/i.php/cat/C21/
