There was once a person who got exceedingly drunk and landed himself in a barroom brawl. Unfortunately, he damaged his hand severely but, being drunk, didn't feel the pain and observed the damage with some detachment. Being moved to comment on the fact, what he wanted to say was "Oh look, my fist is apart!" but with the slurring of speech incident upon his inebriation, what emerged from his mouth was something that sounded like "Errrk ... 'M pissed as a fart!"

It's thought to be Cockney slang from London. pissed - unlike the American version of the word (which means 'annoyed'), this is the most common slang term for being drunk. Other variants are 'pissed-up', 'pissed as arseholes', 'pissed as a fart', 'pissed as a newt' etc.
One of the reasons for 'pissed as a fart' however is due to the gas content of a fart which comprises mainly of methane, hydrogen and sulphur based gases. Inhaling them could make you dizzy due to the lack of oxygen giving a similar feeling to being drunk. Calling being drunk 'pissed' is due to the fact that you need to urinate far more after drinking alcohol, so, put together, 'pissed as a fart' is quite logical.
