What does it mean to be "soupe au lait"?

Hi,

I don't have the exact word in English..., but it means:

Someone who is "prompt" at being angry....
Who gets angry easily...

I'd like to know the exact English word too....

PS: Susceptible... is someone who gets hurt easily.... This is not the same..... and we use "susceptible" also in French in such case....
Soupe au lait is someone who would jump screaming back in no time.... and react badly at any little negative comment...

I don't know if it's a common expression, though. But, basically, it means that this person gets angry very fast. It's being touchy + overreacting, maybe.
