Depending on the type of icing you want to make, you could use almost any type of sugar as long as it is very fine, and change the proportion of butter until the icing has the desired consistency. The best is Icing Sugar, of course. You can also buy an icing mixture in most supermarkets that only needs to add water or milk to make a good icing.
I've used light cream, whole cream and thickened cream for icing, and also milk and cream cheese, so it's entirely up to you. My favourite is the cream cheese frosting I use on carrot cakes. It's made of cream cheese, unsalted butter, icing sugar and a few drops of vanilla essence.

Icing is made of icing sugar,or confectioners sugar, and butter. Some add milk,or cream to make it more rich, and eazier to spread. Sometimes eggs to.
Now if your just using icing sugar, and cream...it's more like a glaze.
