sure, you qualify to get into police dept, fire dept, post office, and even the military.
now if you are talking about universities, then you have to take entrance exams like the ACT or the SAT
if you are talking about trade schools, then you just need money

Qualify to get in where? You could get into many colleges but each has its own standards.
