At this age, if they can't handle being asked out - you don't want them! We aren't in seventh grade at this stage, and this shouldn't matter at all.
I advised you to dress smart and speak like and adult (and I certainly wasn't implying you don't). But those two things right there should help ease that first impression, and I seriously doubt you are wandering from man to man at a party saying "Want to date me? No... OK, Hey you - you want to date me?"
You seem the type to be courageous, and are probably wondering if it won't work for you because of your young looks. I guess I am saying, don't worry, just go for it. Don't be afraid to walk up to someone who looks interesting and start the conversation. If you like what you hear and what you see, guide the conversation toward a date and see what happens.
Admission: I was you years ago. Only instead of looking younger, I thought I didn't look very good. I was a house boy at a sorority in college (I will tell you later what that is if you don't know), and constantly surrounded by girls. Not thinking I was anything special, I never approached them. I found out from my wife later that they all talked at every meeting when I left the room about who had the guts to ask me out (BTW - she did and we are still together 16 years later).
Moral: Had I stopped worrying about it and gone for it, I would have had a pretty active social life.

I was a bouncer so I'd ask for ID...just kidding. If you present yourself as a 31 year old and not a 13 year, not too many guys are dumb enough to think an 13-18 yr old would have the wisdom a 31 year old would have. Have him ask you who the last four presidents were. When's the last time the Detroit Tigers won the pennant, ('84). Put away the princess attitude if you have one and dress in business suits/dress more often

I'm 40 and have had women younger (and older) than me ask me out. A younger (looking) woman might be worried that her friends will see her or that she will be seen as a gold digger, so being discreet might be appropriate for me. I tend to say 'yes' even if I don't know how I feel about the person. Sometimes it leads to a friendship, a love affair, or it doesn't work out. Women are interesting and I enjoy life. I would never worry about how age difference makes other people judge (other that being sensitive to her for the above mentioned reasons and, of course, keeping things legal). I'd say go for it.

I see nothing wrong with being 31, and looking younger on top of it it a benefit. If they looked too young then I would ask them their age, and if you don't feel comfortable asking their age then ask them if they have any brothers or sisters and ask how old they are or ask when they graduated from school and what year. I'm sure if she looks younger then what she is she will not have a problem telling you her age.

I'd feel flattered first, then happy that a decisive woman is out there... men with self-confidence appreciate positive, direct women. Yes.

I wish a hottie would ask me out...I don't care how young appearing she is as long as she is 21 and I can take her to a bar I'd be happy.

That would be great. Self confidence is the sexiest thing a woman can posess and very rare to find.
Go for it.
