They claim it is to cover costs. It's just another way to bleed the taxpayers.

Don't you have to pay for the additional services recieved?It's not part of their job profiles to locate records, to keep records yes.

Until it specifies that even locating the file is free u needn't have to pay

The information in them IS free.. Getting a copy is what cost!

Paper cost money... it is your responsibility to get the copy...

They justify that by claiming a copying fee. (For the Xerox machine.)
