Is the couch new or used. has it been washed. are they anywhere else and how far do they jump. Black bugs in that size make me think of a certain kind of springtail.(1/16"size or less) They actually have a special organ for throwing themselves out of harms way. Use some scotch tape to catch some. you can do this by holding the tape and patting it down onto them. they should stick to the tape. Put that in a container and take it to somebody in the entomology department at your university or college. You might ask them what it is. The one I am thinking of is related to snow fleas and is totally harmless. It lives on minute fungi and cellulose. they need moisture to flourish, even just dampness.
If the couch came from a house with pets or if you have pets they might be fleas.(1/16"-1/8") Fleas bite and they jump much farther than spring tales. Fleas also spread diseases. If the couch is worth it you will be fumigating. This why I asked about if they are anywhere else. If they are cat fleas they lay their eggs where the cat sleeps. If other fleas they are everywhere.
If you ask the entomology students or professor they can tell you right away
If they are springtails (collembola) you might also find them near the sink or other damp places. Again springtails are harmless but I don't like any bugs in the house. If your couch was wet at anytime or outside it could have springtails very easy, they only need enough moisture keep from totally drying out.
Bed bugs are a bit larger and run quite quickly instead of jumping, they usually hide from light and are seldom seen. they give of a distinct odor. They are about 1/8" size.

Fleas, ticks, forgot about the bed bugs-but they usually come out when it's dark/quiet. Do they jump away when you move? Probably a flea. If it looks kinda like a spider with little legs and doesn't run off when you move, probably a tick. Catch one & put it in a zip lock bag, and search around online to find picture. Or could try bringing it in to a vets office to confirm if it's a flea or tick.
And if it is one of those, you can get those even without pets. Get them from the grocery store, doctors office, school, grass, they hitch rides on people/pets.

Do you have pets? Sounds like fleas but it could be something else, I'd have an exterminator come and just take a look around, may cost $50 if that just for him to look around, then again, it may be free!

Bed bugs!
Silly name, but they are real.
They leave little red (or just) lumps on your arms or wherver else they bite.
These little pests can live in furniture, wallpaper, even books for years.
Call an exterminator FAST.

if you have a cat or dog they may be fleas and if they are you need to bomb your home don't just spray its a waste of money bomb your home and it will get rid of them and while you do that give your pet a good flea bath to kill them all on your pet also or they will just come right back hope this helps and good luck

what are they doing in ur house? you keep dogs or something? these fleas come from animals. ur home seriously needs exterminators and a complete wash down coz these stuff spread diseases.
