Contact his church (hopefully he is still attending) and see what the membership process is.

Your boyfriend should contact the Lutheran church of his membership. Some Lutheran churches only require one of the marrying partners to be a member; some require both. If your boyfriend's church requires both, then you will be required to take "instruction" in the Lutheran religion, and be accepted as a member.
As to being "married in a church", there are many ordained church pastors who will perform the marriage ceremony without either you or your boyfriend being a member of their church, or any other church.
Marriage is a commitment (a promise) between two people to support, love, and respect each other through good times and bad. If you and your boyfriend marry with these goals, it won't matter whether you are married in a church or at City Hall.

With protestants, some men of the cloth will marry you no matter what...some will require that you are both believers though. Depends on the pastor and the church. If he's Lutheran-Missouri Synod, they might not marry you. If it's ELCA, they'd probably consider marrying you even if you had a sex change.

The building "church" is not a problem, there are many "unaffilliated" churches out there (Think Unitarian, or simply "chapel").
Now being married by a "church" (the organization behind the chosen religion) is another matter entirely. Many churches will require you become a member of their faith, others only require ONE of you to be a member of their faith... There is only one way to find out about the one you wish to be married in and that is to talk directly to the priest/pastor/reverend/deacon (whatever the religious leader of that church is) and get it directly "from the horse's mouth".

It would depend on what kind of Lutheran he is.
If you want a church wedding and his denomination will not marry you there will be someone who is willing to do it, just keep looking. ; )
