If he's a guy I like I would not ata all be uncomfortable, or maybe a little bacuse it would make me nervous. If he's someone I don't like I'd freak out and run, it happened to my friend once, she sat on a guy's lap and she was moving a lot because someone was trying to give her something, and all of a sudden...
If you are interested in the guy, its a nice thing to feel.

Depends on the guy. How I feel about him. If I am attracted to him it's kinda exciting to know he is too.
