how much is a ticket? or a passport?

You need a passport everytime you travel abroad, it doesn't matter if you are going to California, London or Shanghai ! It is your primary identification internationally.

I have no idea who expend the passports in Mexico, or how much they charge.
After you get your passport you should go to the US Embassy and request a Visa.

Passport you need made in your country. And you need USA visa in your passport not California.
