I suppose it might be he's not yet comfortable enough in person with you to try physical things with you yet. After all, there is a good fear in messing up and potentially spoiling the relationship. What you need to do is spend more time with him, more often, eventually he'll become more comfortable around you and yes things will get physical.
An alternative to that is that he's insecure about himself sexually, or that he's not feeling the passion of the relationship with you. But since he enjoys your letters, odds are he just need to be more relaxed around you.

I really like the answer here that Brian gave.
Sometimes, it takes a while for someone to get used to the body of another...if your 'admirer' masturbates a lot, that definitely could be an issue. The inside of a woman feels different than the palm of one's hand.
