Actually, I believe this is meant in a less tangible way than construction. The word household could be used interchangeably here.
If a woman chooses to be wise, it benefits the whole family. If she behaves foolishly, the consequences can destroy the entire family.
While the same could be said of men, I think this verse has special meaning for women. It speaks to the power and importance of the woman's role in the home.

I appreciate this proverb because I grew up with a woman who liked to "tear down" her own house.
I think the point of this is that a wise woman builds up her husband and children with encouragement, support, kind words, and love. The foolish woman "tears down" the people in her house with criticism, anger, insults, harsh words, etc.
I think this can apply to men as well in that fathers and husbands should instruct, guide, support, and love their family instead of neglecting them or tearing them down with insults!

This is speaking to the way a woman takes care of her family.
You build relationships, just like you can tear them down.
When it says woman in the Bible that is what it means, the same for man. I personally take the word of God literally and not figuratively

Men can absolutely learn from this as well!
Wisdom/foolishness is revealed in our decisions and actions. Wisdom builds and promotes health and life. Foolishness decays and destroys. This is true of both genders!

Hi I looked up in our referense Bible and it says  A woman of stupidity is boisterous. She is simplemindedness itself and has come to know nothing whatever.
9Â Finally his wife said to him: “Are you yet holding fast your integrity? Curse God and die!” 10Â But he said to her: “As one of the senseless women speaks, you speak also. Shall we accept merely what is good from the [true] God and not accept also what is bad?” In all this Job did not sin with his lips
(Proverbs 7:11) She is boisterous and stubborn. In her house her feet do not keep residing.
(Proverbs 21:9) Better is it to dwell upon a corner of a roof than with a contentious wife, although in a house in common.

According to 2 Timothy 3:16, 17, "All Scripture is inspired of God and beneficial for teaching, for reproving, for setting things straight, for disciplining in righteousness, that the man of God may be fully competent, completely equipped for every good work."

It applies to all people. It means that we can use our actions to further our growth by living consciously, or we can live unconsciously and ultimately our actions will contribute to our undoing.
I don't know why it refers to women. Maybe they were trying for gender parity. :-D

What this is saying, is that a man can manipulate a woman if he let's her, into ruining her life. So yes, this can also apply to a man as well.
