I know a lot of guy out there are shy talkin to girls. over the time, I have come to understand one thing, The SITUATION is very determinant if she will say yes or no. So the best way is to create the occasion, do not put any pressure on yourself. Talk to her as if you don't care if she say no or yes cause life doesn't stop too her. The worst thing that could happen is her to say no, but she is the one who lose the most.

just go up to her and say "What do you say we have a coffee together at Starbucks?" or some place like that where you don't have to spend a lot of money and she feels safe because it's public.
