Real leadership is a honed skill. A leader is not born into leadership, that is a laughable statement. Some people have the abilities to recognize that they have good leadership abilities, and they work to perfect those abilities.
A GOOD LEADER IS A GOOD FOLLOWER. If you can't follow, you can't lead. If you can't learn from somebody, you can't teach anybody. And if you can't teach, then you can't lead.
I have seen dozens upon dozens of people placed into leadership roles, and they were no more of a leader that my dog is. Retail is a good place to look for poor leaders. Sales are down, the leader gets pissed, comes to work in a bad mood, fires people because he is mad. In those situations, a good leader would hold staff meetings-hold training-ask for ideas-implement ideas-build someteam spirit and try to get sales back up. A real leader does not point fingers. A real leader does all of the above and asks for input. Most of what you see in Washington is not leadership, most of what you see there is bad sportsmanship, greed and idiots.

An interesting question and I think the best answer to your query can be found in some simple statistics!
Did you know that over 85% of US presidents are FIRST born? Over 90% of astronauts were 1st born, a statistic that came out of the Mercury program after-the-fact, meaning..., that the Mercury space program was some years along when biographers noticed the similar characteristics and family facts as they were lionizing the astronauts. It soon became a trait NASA came to desire in all their applicants.
It's not to say that a 2nd, or later born cannot be a good leader, but in a famous book (appropriately titled), THE BIRTH ORDER BOOK, by Dr. Kevin Leman, the researchers had documented certain traits and characteristics unique to the order of birth you are in your family. The first born are used to attention and adulation being at first a SOLO child, upon arrival of others they soon feel they should "shoulder" some responsibility for their younger siblings and thus learn to "lead", allowing them to grab "back" some of the former attention and adulation now lost by earning it through their respectful acts.
The second born child usually are Diplomats, because they become proficient at settling fights between the oldest and the youngest born.
Finally, the baby in the family heads to the top of list as the greatest natural born salespeople, because they grow up watching their older siblings interact with parents and learn what "works" in manipulating the parents, in better terms, they learn early how to say what you want to hear, which makes the greatest salespeople..., wouldn't you agree?
Now, in order to gain characteristics foreign to your birth order, then TRAINING is involved. You can attain diplomacy if you're a baby in the family, but you need training. You can be a leader if you're a 2nd born, so you need to take leadership classes, and so on...
There is also very useful information on who make the best "partners" for coupling, as an example: like birth order should NOT marry!
Cool, huh?
(I tell ya, I am a virtual cornucopia of information that does me absolutely no good!)
So..., depending on what order YOU are in your family dictates what you have to do in order to either become a "leader", or just enhance your already 1st born status by putting it to the test and running for political office, or flying to the moon!

Anyone can become a leader.
If you rush into something without preparation, you can often do it all wrong using the wrong techniques.
If you play with fire you can get burned.
If you first learn to do something the wrong way, then you practise doing the wrong way, it will only make it harder for you to learn the right way.

If you saw me 5 years ago, you would never think that I could get this far, but I can.
Always remember that with anything, there is no one way to do it.
I mean, the first leaders weren't told what to do, they just learned from their own life experiences.
Oh yeah, there are some bad leaders out there, but I'm not so wure why they are the way they are. Maybe you could ask them.

Be decisive. Don't hesitate or question yourself in front of subordinates.
Lead by example. Be the general that sleeps on the ground with his soldiers.
Support your people and don't be afraid to take the heat for their screw ups.
Be a winner and convince your subordinates that you will bring them fortune.
