The Navy's winter uniform (worn from late october to late march) is Navy blue (might as well be black), also, the Marines and the Army have a Dress Blue Uniform that is blue trousers and a navy blue (see above) coat. Also, the Marine Corps band (specifically the Commandant's Own drum and bugle corps, and the President's Own symphonic band, both attached to Marine Corps Barracks 8th & I, Washington, D.C.), are authorized to wear a red unifrom.

They were Sailors wearing their winter working blues.
Also known as the "Johnny Cash" uniform.
If you noticed some red on there uniform (left sleeve) it was them wearing a crow along with an emblem for the rate (sign for the type of training/job they have) and some chevrons underneath showing what rank they are (the more chevrons, the higher the respect and money a Sailor gets).
****In 1841, Navy petty officers received their first rank insignia -- an eagle perched on an anchor. Ratings -- job skills -- were incorporated into the insignia in 1866. In 1885, the Navy designated three classes of petty officers -- first, second and third. They added chevrons to designate the new ranks. The rank of chief petty officer was established in 1894.***

US Navy blues. You noticed red. Red stripes on the sleeve are to show how many years they have served. One stripe is 4 years. After 10 years of good conduct the red turns to gold.
