They can't be obeyed perfectly because of two reasons:
1.You make mistakes every day, so He expects you to repent.

2. Nobody is perfect except God and His Son, so we will never obey them perfectly, because we are not perfect people.

By "commands", I assume you mean the various laws and rules of the Old Testament. For the record, there's 613 of them. No, they can't be obeyed perfectly. That's because some laws relate to men only, some to women only, some to priests only, some to farmers only. So nobody can fulfill all of them perfectly.

No, the whole point of the old testament and the new testament up to Jesus was to prove to mankind no matter how simple the rules, no one could be good enough for God.

I think the bible makes it quite clear. But you and I cannot do this. Only God in us.
