When writing, I know that when you are speaking out loud to a person you are suppose to use quotation marks, but do you use quotation marks when a person is thinking something?

You don't need to use quotations if they are thinking something, those are usually put in italics, which, in case you don't know, are the kinda slanty letter. if u r hand writing something, use quotations, if typing, italics.

Only when you are directly quoting, exactly word for word, what someone else has said. If you are paraphrasing, you do not use quotations.
