I know iraq wasn't but was Afganistan?

Yes it was but not every country send troops. NATO took the role with US providing the bulk of the fire power. No one objected seeing the US being provaked during 9/11.

First the U.S. did not need the approval of the U.N. sense a provocation act of war/terrorism. The U.S. was in every way right to impose the war act against the Taliban Forces of Afghanistan. The War Pact and the NATO sanctioning warrented the Action Call of War (Declaration of War). The U.N. would have followed suit any way by the backing of the UN Console.

Seeing that their are multiple countries their, I would say Yes..But not for sure
