If so, what are you toning when you do this? How long would you have to do it for it alone to be enough for your daily exercise routine?

If you are getting your heart rate up for at least 30 minutes this could be considered aerobic exercise, and this is non stop. You would be toning your arms, are you using your legs too? And your legs if so. In order for it to burn fat at least 30 minutes would be required.

i live in england where i have played soccer for yrs.
If your trying to tone up, use markers or cones and do shuttle runs, set the markers in a row of say 3 cones and run back and forth touching the ground at each cone. Try it by dribbling the ball around the cones. This will tone your thighs, calfs, backside. Make sure you do stretches before you do any running so that you dont pull any muscles. Running on the spot, and bringing your knees up high will tone the front of your thighs. Sit ups and press ups is good for toning back, arms chest. Juggling a soccer ball is mainly to gain skill, control , and balance.
