He's been saying that i havn't really been having time for a relationship... I wanna show him that i know i'm busy a lot but i love him and i really am trying.

Flowers, wallet, watch, suprise him with a trip to a nice restraunt, spend the night at a hotel, dinner and a movie, gift certificate to his fav place or store, money clip, cologne, shirts

To really show him that you love him, I would suggest having you be the gift. One thing that a girl once did for me is offer to shower with me, and wash my body. Only I wasn't allowed to touch her while she did it.
It was very romantic, sensual, and a total turn on! And of course later that night we had a lot of fun.
Especially from the sound of things, because he is saying you don't have time for the relationship, this would be spending a LOT of time focusing on him, and just loving his body.
Obviously this suggestion is very romantic, so it would depend on the kind of relationship you have. I can promise that he would love it though

Take the weekend if neither of you have to work, and spend some time with him. encourage him to do things that he enjoys and show genuine interest in those activities. tell him you love him and how much this weekend together has meant to you. tell him his present is a surprise and then while youre out this weekend, take him to dinner. it will really mean alot for him to not have to do all the typical guy work in the relationship.

take him to his favoirte resturant and go watch a movie together that he's been talking about. let him know that you do remember what's his favorite and even though you are busy you still care about him very much. OR you can hand make something that you can put all you two's picture together to let him know that even though sometime you can't physically be right next him you will always think about him. If he misses you then just look at those pictures that you two took together!!!

get him a nice bottle of wine, and if he is complaining that you are too busy, then giive him time....sit down, open the wine and talk and drink slowly. Show him that you still have time to give.
That seems to be his biggest issue...so the gift of time should help.

nothing works like a home cooked meal, nothing too over the top and a good bottle of wine-or take him out to a nice place for dinner-life's short, enjoy the good ones that come by your way...

treat him to dinner . . or if he's already eaten, take him out for dessert . . give him a nice present (like his favorite cologne or something like that) and then spend the night with him . . not necessarily sexual, but just make time for him . . especially since it's his birthday . . .

What are his interests? If he reads get him books-If he he likes music get him some cds or maybe an iPod. Use your imagination!!
