Google has a cool program, called Picasa2. I love it! Especially because it is free.

I downloaded SmoothDraw off from CNET a few years ago for free. All the bells and whistle aren't available, but enough of them are to edit. I also use VCW VicMan's Photo Editor another free program. I would recommend both of them.

How about Irfanview? Its good for changing photos to jpeg and doing some editing. Also free!
