ok,i had this girl for a class last year but we never actually talked this girl doesnt really talk to guys as boyfriends or flirts with any guys but this year shes been saying hi to me and talked to me sometimes when i saw her in the hallways,she would tease me cuz some gay guy liked me, but lately she hasnt said hi to me or anything only when i greet her first, does that mean she doesnt want to talk to me anymore or is she waiting for me to make a move?

she probably doesn't know that it matters to you if she says hi or not. so greet her first - you make an effort - and then ask her out. could be she wanted you to ask her out but she's given up on you. if you like her you better make a move.

What's stopping you from talking to her? Don't always assume the girl will be the first to talk. You may be surprised that she is waitin for you.
