kayak.com is very good. Don't think there is any site that lets you name a price for a flight and then search...far too complicated pricing/tax/fee structure to get that exact. Maybe some day. But you can buy a booklet of "coupons" for a certain amount of flights within various world zones, at aircanada.ca. Gives you a set price and your choice of city pairs.

Try Cheapairfares or try Kayak for an idea of prices but then go to the airline directly to make your reservations.
