it means
"how is he ?...but is more like "how is he like?" cause is refering to the way he is

¿Y cómo es él?, again, literally translated would be: how is he? but that is not what you want to ask. What you really want to say is: how is he like?... there is a huge difference in the context
Did you take it from the song "¿Y cómo es él?"?
Hey, you are not asking it but here it comes a piece of advice: when it is about Spanish, better ask a native Spanish speaker... it is like if I was asked about English... ouch! I am sure I would be wrong several times.
I am curious... you do not have this questions about Spanish because of a class... what is what you are looking for?

Don't you mean, "Y como ESTA el?" It means, "And how is he?"
